00:00:05.28 | City Clerk | Thank you. |
00:00:05.57 | City Clerk | City Council, the meeting of March 4, 2025 is in Council Chambers on 420 Little Street and will be in this broadcast live on Zoom, People TV Channel 27 and on the city's website. |
00:00:23.61 | Walford | Thank you, City Clerk. Good evening, everyone, and welcome to the special meeting of the Sausalito City Council for Tuesday, March 4th, 2025. It's 5.45 p.m. Walford, will you call the roll, please? Oh, I need to let folks know that Council Member Sobieski will not be joining us this evening. He is dealing with an unexpected family issue out of town. |
00:00:49.00 | City Clerk | So noted, Councilmember Sobieski absent. |
00:00:52.39 | City Clerk | Councilmember Blasting. |
00:00:54.12 | Walford | Yes, here. |
00:00:55.04 | City Clerk | Councilmember Hoffman. |
00:00:56.39 | Walford | Thank you. |
00:00:56.41 | Unknown | Thank you. |
00:00:56.43 | Walford | I hear. |
00:00:56.78 | City Clerk | Thank you. |
00:00:57.07 | City Clerk | Vice Mayor Woodside. Here. And Mayor Cox. |
00:00:59.80 | Walford | Here. OK, first order of business is interviews for the Disaster Preparedness Committee and Sustainability Commission. We have a request to take one of the interviews out of order due to a pre-existing commitment. And so we will go ahead and interview Wilford Welch first. |
00:01:22.53 | City Clerk | How much time would you like on the clock? |
00:01:24.88 | Walford | Excuse me. |
00:01:25.05 | City Clerk | Excuse me? |
00:01:25.52 | Walford | Thank you. |
00:01:25.94 | Walford | So these interviews are five minutes each. If you would like to take two minutes to, or three minutes to... |
00:01:34.43 | Walford | share why you'd like to join our sustainability commission. And then if there are any questions from council members that will follow. Thank you very much. Welcome. |
00:01:42.88 | Wilford Welch | Thank you. |
00:01:43.34 | Wilford Welch | Well, I've devoted a lot of my life to public service. I was a U.S. diplomat in Asia during the Nixon administration focused on China. |
00:01:51.41 | Wilford Welch | Bye. |
00:01:52.42 | Wilford Welch | And |
00:01:53.41 | Wilford Welch | More and Carol and I moved out here and 25 years ago. |
00:01:58.33 | Wilford Welch | And at that time, I was all totally focused on global affairs. And about 10 years ago, I totally focused on two things. One, I want to be more a part of my own community. |
00:02:09.51 | Wilford Welch | And the second is I want to focus like a laser first on the Global Sustainability Commission, as a global sustainability issue. And I wrote a book about it. |
00:02:14.90 | Alex Shor | Thank you. |
00:02:19.10 | Wilford Welch | called the tactics of hope. |
00:02:21.44 | Wilford Welch | And then I focused on the global warming |
00:02:25.46 | Wilford Welch | uh, |
00:02:26.07 | Wilford Welch | and climate change crisis. |
00:02:28.63 | Wilford Welch | And I focused on that, and I will focus on that the rest of my life. I wrote a book about that. |
00:02:34.01 | Wilford Welch | which is called In Our Hands, a handbook for intergenerational actions to solve the climate crisis. And I brought copies for you all, nothing to do except I thought you'd enjoy it. And I think Jill probably already has one. |
00:02:46.72 | Wilford Welch | Um, |
00:02:48.54 | Wilford Welch | The reason is that I really want to do this is, oh, I was with, happened to be with Jill. |
00:02:53.79 | Wilford Welch | hope we can use first names here, on the sea level rise task force for two and a half years. |
00:03:02.79 | Wilford Welch | which is a great pleasure and I really enjoyed it. And it was a fantastic group of people, which were mostly women, actually. |
00:03:09.44 | Wilford Welch | women with real technical skills and very, very valuable. |
00:03:14.99 | Wilford Welch | Um, |
00:03:17.72 | Wilford Welch | see if there's anything else I... |
00:03:19.29 | Wilford Welch | I want to say we live in a houseboat in Sausalito. We've been there for 25 years. |
00:03:25.01 | Wilford Welch | And I'm very active. As a matter of fact, the reason that you were nice enough to... |
00:03:27.73 | Wilford Welch | move me forward is that 530, 15 people showed up at our house that are members of the legislative action committee that is doing the negotiations with the houseboat, the marina owners. And I'm the vice chair of that committee and it's my house and I should be there. |
00:03:44.84 | Wilford Welch | But that's just the way it is. I think that's enough for me. If you have questions, I'll be glad to have some. |
00:03:50.91 | Walford | Thank you so much. |
00:03:51.96 | Wilford Welch | It has. |
00:03:52.03 | Hoffman | Questions of Mr. Welch. |
00:03:52.23 | Walford | to the next episode. |
00:03:53.50 | Wilford Welch | What? Okay. |
00:03:54.47 | Hoffman | Councilmember Hoffman. I think, and Wilford, you also teach a class. |
00:03:59.03 | Wilford Welch | I also, yeah, thank you for mentioning that. |
00:04:02.86 | Wilford Welch | So this book is being used, has been used throughout the United States through K through 12 to teach teachers about global warming climate change. |
00:04:12.01 | Wilford Welch | I'm now rewriting the book or upping it because you can't be using it. |
00:04:16.62 | Wilford Welch | 2021. |
00:04:18.22 | Wilford Welch | text for a subject this movie is so fast as global warming climate change |
00:04:23.31 | Wilford Welch | I'm updating that. One of the five case studies that I'm putting in it is Sausalito. |
00:04:28.68 | Wilford Welch | on the whole question of sea level rise. And then I'm using Los Angeles fires and I'm using |
00:04:34.42 | Wilford Welch | Santa Barbara hasn't raised much slides and things like that. |
00:04:38.05 | Wilford Welch | And I'm now rewriting the book and producing the course, a new course, on this issue for another strangely named organization called World Trust Network. But they're in 24 countries. And so I'm focused on global warming and reaching anybody, whether it's with speeches, whether it's with books, |
00:05:02.82 | Wilford Welch | whether it's with blogs or any way I can to deal with the sustainability issue, which is in part the global climate crisis. |
00:05:12.84 | Wilford Welch | Thanks, Joel. |
00:05:13.92 | Walford | Are you aware of the county sea level rise organization that meets, I want to say, at least quarterly? |
00:05:23.10 | Walford | Yes. Okay. |
00:05:23.93 | Wilford Welch | Well, yes, I am. And I've been going to these meetings at the Spinnaker and all the rest. Okay. These meetings. |
00:05:28.28 | Walford | Okay. |
00:05:30.36 | Walford | Separate and apart from the sea level. |
00:05:30.38 | Wilford Welch | Excellent move. |
00:05:33.14 | Walford | RISE Task Force formed by Janelle Kelman. That's right. |
00:05:37.23 | Walford | Okay, because I'm going to start going to those meetings. I just wanted to be sure that intersection between the city and the county is maintained. |
00:05:43.99 | Hoffman | Okay. |
00:05:44.38 | Hoffman | Actually, that was formed by me when I was mayor. Thank you. |
00:05:46.80 | Hoffman | Oh. |
00:05:48.33 | Hoffman | It was formed by me when I was mayor. |
00:05:50.31 | Unknown | Thank you. |
00:05:50.32 | Hoffman | But you know, we'll see. |
00:05:51.03 | Unknown | Thank you. |
00:05:53.46 | Unknown | Can I just ask one more question? Yes, of course. Great that you have so much global impact, and I really appreciate all of the work that you've done. I've seen your book as well, and I know we've seen you before and presenting on Sea Level Rise Task Force. Just in thinking more directly about local issues and the Sustainability Commission, what are you excited to work on? |
00:06:11.43 | Unknown | to do that. |
00:06:11.70 | Wilford Welch | Well, I... |
00:06:13.17 | Wilford Welch | I really want to focus in on how |
00:06:16.97 | Wilford Welch | How sociolateral... |
00:06:18.86 | Wilford Welch | advances both in terms of adaptation |
00:06:22.60 | Wilford Welch | to this issue and various parts of town. And it gets into... |
00:06:28.41 | Wilford Welch | these three ways that |
00:06:30.87 | Wilford Welch | Sea level rise, for example, can impact our town. And there are three different scenarios for doing that. And I have questions about them. |
00:06:38.28 | Alex Shor | AND I HAVE A |
00:06:40.37 | Wilford Welch | I think it's a great effort. |
00:06:42.18 | Wilford Welch | And a good effort. |
00:06:44.27 | Wilford Welch | That's one of the things I want to do. |
00:06:48.22 | Walford | Thank you so much. Thank you for coming. And good luck with your gathering this evening. |
00:06:52.74 | Wilford Welch | And if you only have one seat available, |
00:06:55.58 | Wilford Welch | Alex Shore and I were just joking. |
00:06:57.62 | Wilford Welch | And he said, I'll give you |
00:06:59.17 | Wilford Welch | my vote and I said I'll give him his vote. |
00:07:06.61 | Walford | All right, I'm going to go ahead and resume the order that we had on the agenda, just so that people who timed their arrival here are not left are not missed so i'm going to call Eric little who's appearing who's applying for the. Disaster preparedness committee. |
00:07:28.67 | Eric Little | Can everyone hear me? |
00:07:30.34 | Walford | Yes. Hi, welcome. |
00:07:32.63 | Eric Little | Hey, how's it going? I wanted just to say a quick thank you for having me here. It's an exciting opportunity to be potentially considered for an opportunity like this. I'm coming from a background in emergency services, and so this committee is particularly interesting to me. I formerly worked at an organization called Royal Ambulance, where I led the marketing and communications effort for the largest private ambulance organization in Northern California. One of the things that sort of caught my attention here was the not just like the the the what but the how and getting the message out to you know |
00:08:15.36 | Eric Little | basically encourage additional citizens within Sausalito to be aware of what it is that, you know, what the resources that may be available to them, help make plans to get more people involved in some of the activities and opportunities that may present themselves in the situation of an emergency. |
00:08:35.71 | Eric Little | And so, yeah, I just I thought this was a particularly interesting way to step into a role where there might be |
00:08:43.88 | Eric Little | you know, a way to lend a hand. And so I wanted to just sort of present some of my experience here with some programs. I have done a number of trainings and exercises. I've led the trainings and exercises, both for like active shooter drills and also for like big fire rescues. And so, |
00:09:07.03 | Eric Little | with the |
00:09:08.18 | Eric Little | at the ambulance company that I worked at. Basically, what we would do is just send out disaster response |
00:09:16.03 | Eric Little | programs, protocols. And so it was a, uh, |
00:09:20.21 | Eric Little | It was something that I thought could be interesting to contribute as we think about fire readiness and some of the preparedness activities. |
00:09:29.24 | Eric Little | activities that we as a city should probably be considering. So thought I'd throw my hat in the ring. |
00:09:39.42 | Walford | Thank you so much for that. You know, Sausalito is largely comprised of an aging community. Do you have any experience working with shut-ins or others who need more assistance in the event of a disaster? |
00:09:53.44 | Eric Little | Yes, I actually do. |
00:09:56.53 | Eric Little | I currently work for a transportation organization called Onward, and that is like a door-through-door level. |
00:10:03.95 | Eric Little | of transportation service similar to a Lipton Uber. And I'm very familiar with serving an aging population, been through a number of what we call Agetech accelerator programs in order to effectively create programs that not only communicate with the people |
00:10:21.72 | Eric Little | this population effectively, but also design programs that really serve the needs of this group. And so that's something that I can certainly bring in terms of experience to the committee. |
00:10:34.90 | Eric Little | Yeah, I think that there are a number of special applications that we're gonna have to think about here. And so I'm looking forward to |
00:10:43.96 | Eric Little | leaning into some of that experience. |
00:10:47.69 | Walford | Thank you so much. Other questions of Mr. Little? |
00:10:50.75 | Unknown | Just quickly, if you had to identify the most, the highest risk that we face in terms of disaster, what would it be and what is the first and maybe foremost thing that you would recommend that we do about that risk? Okay. |
00:10:50.95 | Walford | quickly. |
00:11:05.93 | Unknown | Sure. |
00:11:07.03 | Eric Little | I'm, |
00:11:09.60 | Eric Little | I live on gate five road. And so for me, I have some pumps because my house is flooded. You know, sea level change and our sea level rise is something that we paid very close attention to. And so, you know, |
00:11:25.71 | Eric Little | That's like mitigation strategies. There might be something that I would lean into first, but I think, you know, most top of mind is fire, especially with the recent report coming out from Marin County and looking at increased fire risk in some parts of town. So for me, I think it's, you know, the tides are predictable, fires are not. And so I think that that's, that's probably where I would start is looking at, you know, what are in some of those highest risk areas, what are some things we could do to help them? |
00:11:58.92 | Eric Little | you know, |
00:11:59.93 | Eric Little | mitigate some of the challenges, move people out of the way, help them be more prepared, so that in the event of an issue like in the Palisades, that we are ready. |
00:12:14.43 | Walford | Thank you so much. Thank you for coming this evening. |
00:12:16.93 | Walford | We will be making an appointment |
00:12:19.61 | Walford | at the end of our meeting this evening to fill out our ranks on the disaster preparedness committee. |
00:12:26.53 | Walford | Okay, next up is Alexander Schauer, applying for the sustainability. |
00:12:32.71 | Walford | Oh, I guess his name, you pronounce it, Shor. |
00:12:35.03 | Alex Shor | Like the seashore, exactly. Or you can call me Alex, it's fine. |
00:12:36.74 | Walford | or |
00:12:38.63 | Walford | Welcome. If you'd like to take a couple of minutes and tell us why you'd like to join the Sustainability Commission, that would be great. |
00:12:44.82 | Alex Shor | Great. Yeah, thanks for having me. And I've had my eye on the commission for a little while. I have been in Sausalito the last few years and my background and passions are all built around climate and resiliency and renewable energy. So I run a battery storage business that's focused on commercial buildings. So helping to make battery storage more accessible, we provide financing and equipment. I spent nine years in China running a renewable energy business there, focused on, we were one of the first companies doing rooftop solar power purchase agreements for commercial buildings in China. And I've since, coming back to the US, also spent some time in climate policy. So I was a climate policy fellow at the Aspen Institute's tech policy hub. And that's what brought me back into this world of, I guess you could call it local government. And, |
00:13:36.04 | Alex Shor | What I'd like to contribute is really focusing on initiatives around resiliency. So I wrote a research paper as part of that fellowship on how to deploy more microgrids for community centers in Marin County. And I believe that is one of the biggest opportunities and needs for ensuring our cities and our community to be safe in natural disasters, but also for just general sea level rise and other climate challenges that are coming. And I'm also part of the Marin County Ad Hoc Microgrid Working Group and have worked in a volunteer capacity to help actually with Council Member Blaustein as well as Council Member, former Councilmember Kelman to work actually on this building to do some research on how we could deploy battery storage and solar here. Well, solar is already here, but connect to the solar that's already on the roof. And also working on other community hubs in Sausalito, like, for example, Golden Gate Market and other public and private buildings that might be good centers of gravity during power outages. So I am very leaning electrical, but interested in all aspects from |
00:14:45.51 | Alex Shor | Yeah, in sustainability. So I'll stop there and open up the questions. |
00:14:49.82 | Walford | Thank you. Council Member Woodside. |
00:14:52.72 | Walford | Oh, I thought you were signaling me. |
00:14:56.01 | Walford | So, you know, there's this big trend towards electrification. |
00:15:00.41 | Alina Frankiv | Mm-hmm. |
00:15:00.68 | Walford | And yet we're in a big, um, |
00:15:00.75 | Alina Frankiv | and the |
00:15:04.48 | Walford | controversy right now about obtaining the minerals necessary to support the electrification. And there are many pundits who say we can't possibly, we don't have the resources to electrify across the country. What are your views on this? |
00:15:19.06 | Walford | nuclear versus electric versus solar in terms of the energy of the future. |
00:15:25.76 | Alex Shor | Yeah, I think three quick responses. One is recycling. So we have a lot of existing materials, both especially with old batteries from old vehicles and others. So lithium should not be the |
00:15:38.45 | Alex Shor | determining factor in terms of batteries. And there are new technologies coming, sodium ion, solid state, things like that for battery storage. And that's the chemical side. I think nuclear and other solutions have a place, especially for intermediary step for decarbonizing in the short term, especially existing nuclear facilities that we could maybe extend their life. But I'm not a proponent personally of nuclear as a solution in itself, unless it's talking about small scale reactors and new technologies, because the existing ones have proven not to be economic. So for me, solar panels are a great opportunity right now because there's more domestic manufacturing and the price has come down significantly to where it's the cheapest form of new energy. So renewable energy, plus some form of storage, uh, equals a stable grid. And, um, I think the last part of it is decentralization. So distributed generation of energy, whether that's with solar or wind or battery storage alone or other forms, uh, like geothermal, even all of those are great opportunities that I think. Really exciting. |
00:16:47.11 | Unknown | One of the things that the sustainability commission is working on just to your point on electrification is the construction and building codes with regards to electrification. What are your thoughts on what what the city of Sausalito might do to improve our electrification efforts for new construction existing construction or just in this building since you already worked on and looked at this building. |
00:17:04.85 | Alex Shor | Yeah, I think great, great, great question. I think there's a big opportunity to streamline the process, especially around building codes and electrification standards. So as you know, some of the buildings, they're older buildings. So getting them to have new systems is very complex and it's very costly. For example, it's an issue in the county buildings that we've looked at as well outside of this building. And so I think finding a middle ground or a compromise between what safety standards obviously need to be maintained, but also it can't prohibit all new development. So I think finding a, let's call it a fast track, but also a... |
00:17:42.11 | Alex Shor | a re-imagined technical approach for this is the way that I would propose solving it. |
00:17:48.49 | Walford | Thank you. |
00:17:49.65 | Walford | Thank you so much for coming. Yeah, thank you. |
00:17:51.64 | Alex Shor | Thank you all for listening. |
00:17:52.44 | Walford | Have a nice evening. |
00:17:52.47 | Alex Shor | have |
00:17:53.70 | Alex Shor | Bye-bye. |
00:17:54.71 | Walford | Elena Frankiv |
00:17:57.82 | City Clerk | She's on zoom. |
00:17:59.14 | Walford | Okay. |
00:18:05.58 | Alina Frankiv | Hi, folks. |
00:18:08.50 | Alina Frankiv | Apologies. I'm actually calling from Switzerland where it's 3 a.m. currently, so just give me a second. |
00:18:12.16 | Walford | at least. |
00:18:13.70 | Walford | You're welcome. |
00:18:14.56 | Walford | Thank you for your dedication for joining us. Good. Good. Good Lord. All right. I don't know if you heard earlier, but we are asking folks to take a couple of minutes to introduce themselves and share their interest in the Sustainability Commission. And then we'll take the opportunity to ask you any questions we might have. And we've reviewed your application. |
00:18:37.09 | Alina Frankiv | For sure. Great. Thank you. I have five minutes, correct? Yes, I see the timer. |
00:18:42.03 | Alina Frankiv | Thank you for the opportunity to apply for the sustainability committee. My name is Alina Frankiv. I have over a decade of experience in corporate sustainability. I both studied and worked in the field. |
00:18:56.85 | Alina Frankiv | Um, |
00:18:57.81 | Alina Frankiv | I've worked in the fields of real estate and transportation. So when I was working in real estate, the focus was on |
00:19:08.53 | Alina Frankiv | energy, both brown power, so procurement of brown power, energy efficiency of commercial buildings, and also procurement of renewable electricity. Huge, huge proponents of MCE locally, love their work. |
00:19:24.37 | Alina Frankiv | And currently I am the global head of sustainability for Uber Freight, where I focus on electrification, but also just facilitation to transition to decarbonized heavy duty transportation. |
00:19:41.06 | Alina Frankiv | which it seems like when I look at the city's climate action plan, there's a lot of overlap in essentially the experience that I have in the corporate side. |
00:19:53.80 | Alina Frankiv | that can be transitioned over to |
00:19:56.35 | Alina Frankiv | municipal work. And what excites me a lot is to the opportunity to be able to focus on |
00:20:03.18 | Alina Frankiv | things such as energy efficiency and transportation and decarbonization. |
00:20:10.68 | Alina Frankiv | and some of the more applicable short term goals of the city's climate action plan. Also, at the same time, leaning into the long term resiliency work that's required to |
00:20:23.21 | Alina Frankiv | adapt to climate change. |
00:20:28.09 | Walford | Great, thank you. Any questions of Alina? |
00:20:32.50 | Walford | Yes. |
00:20:33.15 | Unknown | I was very first of all, I'm very impressed that you climbed Everest. That should be noted in the context of your application. But I wanted to just ask you, since you've been at Uber in transportation specifically for 10 years and Sausalito has been characterized as previously as a |
00:20:49.64 | Unknown | EV CHARGING DESERT. WE'VE SINCE ADDED SOME ADDITIONAL EV CHARGERS. BUT WHEN YOU LOOK AT OUR FRAMEWORK AS A CITY, JUST WHEN YOU'RE THINKING ABOUT OUR VEHICLE MILES TRAVELLED OR JUST GENERALLY OUR TRANSIT PICTURE, |
00:21:00.83 | Unknown | What is your initial takeaway from a sustainability transportation expert point of view? |
00:21:06.99 | Alina Frankiv | Yeah, for sure. I think there's a lot of opportunity to |
00:21:11.28 | Alina Frankiv | improve the cycling infrastructure and also the public transport infrastructure first and foremost, so that the reliance on personal vehicles is reduced. And there's definitely a lot of opportunity to assist with home charging in Sausalito because there are a lot of single family homes or homes that would essentially allow for home charging, which then would |
00:21:37.73 | Alina Frankiv | I think. |
00:21:38.77 | Alina Frankiv | also allow us to further invest into public charging, but I think taking care of the opportunities that are there, |
00:21:45.99 | Alina Frankiv | um, is also important. |
00:21:50.56 | Alina Frankiv | But I would have to take a look at it a little further because I'm not entirely familiar because I am actually that household that has home charging, which really facilitates owning a personal electric vehicle. |
00:22:06.78 | Hoffman | Anyone else? |
00:22:11.25 | Walford | All right. Well, thank you so much for joining us. We so appreciate you making the effort to join us from such a remote location and safe travels. |
00:22:20.83 | Walford | Thanks. |
00:22:21.10 | Alina Frankiv | Thank you. |
00:22:21.14 | Alina Frankiv | of the opportunity. |
00:22:21.71 | Walford | Thank you. |
00:22:21.76 | Alina Frankiv | Thank you. |
00:22:25.04 | City Clerk | Is Samantha Schuber online? You can raise your hand on Zoom. |
00:22:32.56 | City Clerk | And the other candidate, Camille Loveman, she said she was going to get here right on time. And it's a little before her scheduled time. |
00:22:43.33 | Walford | Okay, yeah, that's at 610. So... |
00:22:47.26 | Walford | And we'll wait for a couple of minutes, I guess, for Samantha Schubert. And also we do. |
00:22:53.98 | City Clerk | you have a |
00:22:55.43 | City Clerk | Allison, she had applied for the Sustainability Commission, but she didn't respond. She responded after the posting of the agenda. So, okay. So we'll tell her to waste one other time. |
00:23:07.64 | Walford | Yeah, we'll interview her another time. |
00:23:12.56 | Walford | We aren't able to make appointments tonight to sustainability commission anyway, so. |
00:23:18.46 | City Clerk | We do have Camille. Camille is online right now. |
00:23:23.96 | Walford | All right, go ahead. |
00:23:34.24 | Hoffman | Is she joining us? Yeah. |
00:23:36.16 | Hoffman | Okay. |
00:23:37.41 | City Clerk | You can turn on your camera and your mic |
00:23:48.70 | Walford | Hello. |
00:23:49.98 | Walford | Hello, welcome. |
00:23:51.76 | Camille Loveman | Thank you so much. I work at the hospital, so I'm leaving now. I was hoping to be there in person, but it looks like I won't arrive in person until about 620. |
00:24:01.64 | Camille Loveman | Do you prefer? |
00:24:01.66 | Walford | Do you prefer... |
00:24:02.40 | Camille Loveman | I'm sorry. |
00:24:02.57 | Walford | Peace. |
00:24:02.98 | Walford | These interviews are only five minutes a piece. That's what I thought. |
00:24:05.02 | Camille Loveman | That's what I thought. Okay, perfect. Okay. Okay. |
00:24:07.03 | Walford | Thank you. |
00:24:07.52 | Walford | So I'll just let you know that it's a five minute interview and we are going to give you a couple of minutes to describe, to share with us your interest in the Sustainability Commission, and then we'll ask questions. |
00:24:21.66 | Camille Loveman | Okay, wonderful. Just give me one minute. I'm just gonna pull over because I am driving. |
00:24:26.87 | Camille Loveman | One second. |
00:24:28.26 | Camille Loveman | Um, |
00:24:29.20 | Camille Loveman | Save the first. |
00:24:38.97 | Camille Loveman | Can you guys see my camera? I pulled over. |
00:24:42.92 | Walford | No, this is Camille Loveman. |
00:24:45.20 | Walford | Samantha Schuber. |
00:24:46.65 | Walford | Did not show up. This is Camille Loveman. |
00:24:49.72 | Walford | All right, go ahead, Camille. |
00:24:51.48 | Camille Loveman | Hi, so thank you so much for having me today on the panel. I am a resident of Sausalito. I have two children in the school. I work at the hospital. I'm a doctor of Chinese medicine. And sustainability is very important for our community, for my children at school. I see it in the healthcare. |
00:25:10.71 | Camille Loveman | your setting and |
00:25:12.01 | Camille Loveman | I was interested in joining the commission to help give kind of a, |
00:25:15.91 | Camille Loveman | a different perspective as a resident, as a mom, |
00:25:18.97 | Camille Loveman | as a healthcare worker, |
00:25:20.82 | Camille Loveman | And that's what led me to apply. |
00:25:25.51 | Walford | Dorr, can you share a little bit more about what you see as the intersection between healthcare and sustainability? |
00:25:33.44 | Camille Loveman | Yeah, I think sustainability extremely affects healthcare. If we're more sustainable, we have more intention on the decisions we make that can affect our health. |
00:25:43.23 | Camille Loveman | from an environmental standpoint. |
00:25:45.43 | Camille Loveman | with the food that we eat, with the waste that we have, |
00:25:49.61 | Camille Loveman | with reducing pollution, |
00:25:52.50 | Camille Loveman | with |
00:25:53.73 | Camille Loveman | Living more sustainably in general can just help so much with improving the overall health outcome and help to optimize patients' health. |
00:26:07.03 | Walford | Okay, so sort of like a person-to-person approach as opposed to an organizational approach, sort of? |
00:26:13.79 | Camille Loveman | A person, I really do believe that the policy has to shift. So kind of a person to person, but within a greater policy, we have to have more awareness. We can shift healthcare if we're able to shift. |
00:26:24.80 | Camille Loveman | sustainability and have more awareness around the environment. |
00:26:29.88 | Walford | Are you aware of the policies that the Sustainability Commission has created for Sausalito towards becoming a more sustainable system? |
00:26:43.48 | Walford | city |
00:26:46.09 | Camille Loveman | I'm aware of some of them, but I would like to help promote more of that. |
00:26:50.92 | Walford | Okay, wonderful. |
00:26:52.81 | Walford | Other questions of... |
00:26:54.73 | Walford | Camille? |
00:26:59.96 | Walford | No more questions, Camille. So thank you so much for taking the time to meet with us. |
00:27:06.85 | Walford | Um, |
00:27:07.40 | Walford | I'm glad you were able to get your camera working so we could see you personally. Oh, yeah, thank you. We're sitting virtually. |
00:27:10.21 | Camille Loveman | Yeah, thank you. |
00:27:11.34 | Alex Shor | Thank you. |
00:27:13.50 | Walford | Yeah, thank you so much. We're not going to be making appointments tonight. We will be conducting one or two additional interviews, and then we will make appointments at a subsequent meeting. |
00:27:13.68 | Camille Loveman | Thank you so much. |
00:27:22.51 | Walford | Okay. |
00:27:22.96 | Camille Loveman | Bye. |
00:27:23.03 | Walford | Wonderful. Thank you so much. All right. Thank you so much for your time. Okay. Okay. And did Samantha Schubert show up? |
00:27:30.49 | City Clerk | If one of the attendees is Samantha Schubert, please use the raise hand function. |
00:27:39.38 | City Clerk | No, not seeing anybody. |
00:27:40.55 | Walford | Okay, with that, we will conclude our interviews for this evening. Thanks, everybody, for showing up. |
00:27:47.42 | Walford | I'm going to wait a couple of minutes before I make the closed session announcement, just in case someone wanted to comment on closed session. |
00:27:56.97 | Unknown | Thank you. |
00:27:57.12 | Unknown | notice for $6.50 and |
00:27:58.10 | Walford | It's noticed for 6.15. |
00:28:03.06 | Unknown | We're on the topic of sustainability. At what point do you think we will be able to make appointments? |
00:28:09.07 | Hoffman | Yeah, at the next meeting. We just didn't properly notice it for this. |
00:28:10.30 | Unknown | We just didn't. |
00:28:12.27 | Unknown | Okay, I just... |
00:28:46.88 | Unknown | We'll make appointments to disaster preparedness tonight, though, right? That was appropriately noticed? Okay. Correct. |
00:29:03.99 | Walford | Walford, is there a staff report on the appointments? |
00:29:06.78 | Walford | Thank you. |
00:29:06.81 | City Clerk | on the |
00:29:07.93 | City Clerk | No, there's the, the staff report was on the interviews, uh, for the appointments, uh, |
00:29:15.18 | City Clerk | It's Sunday. |
00:29:18.10 | City Clerk | That's how we did it last time. We didn't have a staff report. |
00:29:20.06 | Walford | Okay, the challenge, and perhaps for the next time, you can let us know how many positions are open, whether they are regular positions or alternate positions. We need that information to know how many candidates we need to appoint to each commission. Okay. Okay, thanks. |
00:29:52.17 | Walford | Okay, it's now 615 so I will announce that we are about to adjourn to closed section, where we will consider two matters conference with legal counsel anticipated litigation significant exposure to litigation to cases, is there any public comment on closed session items. |
00:30:12.58 | City Clerk | Seeing none. |
00:30:13.82 | Walford | Okay. Seeing none, we will go ahead and adjourn and we will resume. We will reconvene at 7 p.m. Thank you. |
00:30:25.13 | Walford | Is Sergio on? |
00:30:33.57 | City Clerk | I think he left to the closed session. |
00:30:36.45 | Walford | Okay, so I'm going to have to do this on the fly. It has come to our attention that we need to add an item to our closed session discussion that we were not previously planning to discuss in closed session and has not been noticed. And so I need a three-fourths vote in order to do so. I will ask that we make the findings that we were not previously aware of this item, that we have become aware of this item too late to include it on the agenda, that we are therefore going to add this item, and the item concerns the safety and security of the city's operations. May I have a motion to add this item to our closed session agenda? So moved. Second. All in favor? Aye. That motion carries 4-0. Thank you. |
00:31:18.98 | Unknown | almost. |
00:31:33.96 | Camille Loveman | Thank you. |
00:31:37.73 | City Clerk | Yes, we're back on live. |
00:31:41.24 | Walford | Okay. |
00:31:43.63 | Walford | Welcome back, everybody. We are resuming from closed session a little bit earlier than we anticipated at 6.44 p.m., and we are resuming for the sole purpose of announcing that we are adjourning this evening's meeting from tonight to March 18, 2025, at 7 p.m. We are taking this action in an abundance of caution because there is a threat that the city, internet and computers may be under cyber attack. And so in order to avoid... |
00:32:17.86 | Walford | any potential damage to the city systems. We are adjourning the meeting to March 18th, 2025. We will see you then. |
00:32:26.49 | Walford | We apologize for any inconvenience. Thank you all so much. Good evening. |
00:32:37.62 | Wilford Welch | Thank you. |
00:32:38.00 | Wilford Welch | Yeah, the one in the chamber. |
00:32:41.04 | City Clerk | No, not yet. |
00:32:41.97 | Wilford Welch | Thank you. |
00:32:41.99 | City Clerk | Thank you. |
00:32:42.73 | City Clerk | Yeah, I'm going to start doing that right now. |
