00:00:14 | I: CALL TO ORDER, ROLL CALL, AND APPROVAL OF REMOTE PARTICIPATION - 4:00 PM | The meeting was called to order at 4:25 PM by Mayor Cox. The meeting is being held at Sausalito City Council Chambers, and is broadcast on Kipo TV, Zoom, and the city's website. Councilmember Sobieski announced that she is participating remotely due to caring for a family member on the East Coast under the Brown Act provisions, and that her partner may or may not be in the room. The city attorney confirmed that council approval for Sobieski's remote participation is not required (00:01:48). Roll call was taken, establishing a quorum. The council then moved to discuss the closed session items: C1 (anticipated litigation), C2 (labor negotiation with Sausalito Police Association), and C3 (existing litigation: Sullivan v. City of Sausalito) (00:02:42). Councilmember Sobieski recused herself from item C1 due to a potential financial conflict of interest (00:03:22). The council adjourned to a closed session and reconvened for the regular meeting at 5:05 PM. Sobieski is again participating remotely. The Pledge of Allegiance was recited. Mayor Cox requested a motion to approve the amended agenda, switching the order of items 5A and 5B (00:05:23). | Motion to approve the amended agenda, switching the order of items 5A and 5B. 00:06:04 | 1: SPECIAL PRESENTATIONS/MAYOR'S ANNOUNCEMENTS - 5:02 PM | John Eberle from the Golden Gate Bridge Highway Transportation District presented an overview of the Sausalito Ferry Terminal Replacement Project. The project aims to replace the existing facility with a new, more accessible and ADA-compliant terminal (00:08:19). Key changes include a wider access pier, relocation of the access point, a longer and wider gangway, and a slightly larger float (00:08:19). The project also involves utility upgrades, done in coordination with the city's land side improvement project (00:10:16). Eli Davidian from ESA discussed the BCDC permit application process, highlighting the need for consistency with the McAteer-Petrus Act and the San Francisco Bay Plan, focusing on limiting Bay fill, promoting public access, preserving views, and promoting efficient transportation (00:11:55). He noted that the current application is an amendment to a previous permit (00:13:23). John Eberle provided an overview of the construction activities, noting that most work will be done off-site or from barges (00:15:21). Pile installation will involve drilling or vibration rather than pile driving, and work windows will be limited to June, October, and November, avoiding July, August, and September (00:15:51). He also discussed minimizing impacts to the parking lot during deliveries (00:16:11). The construction is expected to take about two and a half years, with a temporary facility constructed to maintain ferry operations during the project (00:17:17). Councilmember Cox questioned the need for additional BCDC work, given previous agreements (00:18:38). She also raised concerns about the impact of concrete trucks on the newly resurfaced parking lot (00:20:22). Another councilmember inquired about the impact on ferry commuters during construction, and the presenters confirmed that a temporary facility will be used and bus service will be increased (00:21:17). Councilmember Hoffman requested confirmation that the design matches the 2017 agreement between Sausalito and the bridge district (00:22:47). Vice Mayor Woodside asked about the potential for wider vessels to utilize the landing in the future and confirmed the wider pier will help with queuing (00:25:15). Councilmember Sobieski asked about the location of the access gate on the pier (00:27:05). | No Motion | 1 Total: 0 In Favor 0 Against 1 Neutral |
00:27:54 | 2: COMMUNICATIONS - 5:25 PM | This agenda item is a period for citizens to address the City Council on matters within its jurisdiction but not on the agenda. Several members of the public spoke on various issues including the need for an independent audit into the city's finances due to the abrupt termination of the former finance director and irregularities in the 2025-2026 budget. Concerns were raised about transparency issues, insurance costs, and the funding of unnecessary projects. A resident also expressed concerns about the lack of transparency and residents not being listened to. Another speaker shared her difficulty in securing housing and requested assistance. A speaker expressed appreciation for the council's forward-looking approach. Another speaker suggested forming an alternative group to the 'positives' of Sausalito to preserve the character of Sausalito. Finally, a speaker raised concerns about the shift in meeting times and its potential impact on the representation of working citizens and young families. | No Motion | 6 Total: 3 In Favor 0 Against 3 Neutral |
00:28:25 John Flavin was In Favor: Requests an independent audit investigation into the city's finances due to the former finance director's termination and irregularities in the 2025-2026 budget, also expressing concerns about transparency and insurance costs, and the funding of unnecessary projects.
00:30:38 Alice Merrill was In Favor: Reiterates the call for a finance deep dive and expresses concern over lack of transparency and residents not being listened to, especially regarding upcoming agenda items. 00:32:21 Sunshine was Neutral: Shares her experience of being asked to leave HUD housing and her struggle to find a new place, requesting assistance in securing a Section 8 voucher. 00:35:03 Adrian Brinton was In Favor: Expresses appreciation for the new City Council's forward-looking approach and believes the information is available and that the lack of understanding of the information does not equal lack of transparency. 00:36:47 Babette McDougall was Neutral: Appreciates the vigorous questioning of the BCDC presentation, suggests forming an alternative group to the 'positives' of Sausalito, and questions the prioritization of future agenda items, particularly regarding the Metropolitan Transportation Commission and the Tier 4 regional transit hub. 00:38:30 Scott Thornburg was Neutral: Raises concerns about the shift in meeting times and its potential impact on the representation of working citizens and young families, urging the council to ensure they hear from all residents. |

00:06:04.68 | Kevin McGowan | Sounds good. Good evening, Mayor. I'm Kevin McGowan, Public Works Director for Sausalito. I'd like to introduce John Eberle. |
00:06:10.25 | Kevin McGowan | from the Golden Gate Bridge Highway Transportation District. He and his team are going to review the Sausalito Ferry terminal replacement project. So with that, I'll hand it off to John. And we. |
00:06:23.18 | Kevin McGowan | and load up this presentation. |
00:06:30.37 | John Eberle | Hey. |
00:06:35.06 | John Eberle | Are we ready? Good. Thank you. Again, good evening. My name is John Eberle. I'm the district engineer at the Golden Gate Bridge Highway and Transportation District. Thank you for having us here tonight. And I do understand we have a short amount of time, so I'll be brief. We're here to reintroduce you to the project that we've been working on for the past several years and ask for your authorization to allow City of South Salido to co-sign the BCDC permit application that we're ready to submit. |
00:07:06.39 | John Eberle | Next slide. |
00:07:09.30 | John Eberle | So the agenda, just a brief overview summary of the project, remind everyone what the project is. Then we're going to go over the BCDC application itself, a little bit about construction activities, and then the proposed schedule that we have. |
00:07:23.35 | John Eberle | Next slide. |
00:07:25.30 | John Eberle | So summary of the project. We last came to the city council in 2017. That's when we came to an agreement and the city approved the proposed project and we did a memorandum of MOA for the project, including |
00:07:43.93 | John Eberle | Construction windows and a lot of the details of how the project will be constructed. |
00:07:48.48 | John Eberle | Next slide. |
00:07:51.23 | John Eberle | So here's an overview of the project. On the left of the slide is the existing facility and the right is the proposed. The existing facility has a, |
00:08:00.75 | John Eberle | We call it a concrete dogleg, which is the access pier from the land side. There's an access gate at the interface of the wider concrete pier to the dogleg. That's the access point. |
00:08:14.30 | John Eberle | And then it goes through a narrow concrete pier onto the steel float. |
00:08:19.48 | John Eberle | the new proposed project will keep the land side pier but we'll have a new access pier so wider pier you can see it's about 12 foot wide and the access point is going to be moved so it'll be moved from where it's closer to the shore out further toward where the uh where the gangway is going to be and then there's a gangway it's about 12 feet wide 90 feet long uh the slopes were flattened out for making it more accessible to the public. And then the float a gangway, it's about 12 feet wide, 90 feet long. The slopes were flattened out for making it more accessible to the public. And then the float is a little bit larger also to comply with some ADA requirements. |
00:08:39.70 | Unknown | And then there's the game. |
00:08:53.48 | John Eberle | Next slide. |
00:08:55.36 | John Eberle | So we did some rendering so you can see what the existing looks like and what the proposed looks like. So here's from the Yacht Club looking out, see what the new facility. The gangway is similar to the old one, it's just a little bit longer, but the profile is very similar. Next slide. |
00:09:14.59 | John Eberle | Here's that access gate. So on the left is the existing steel. |
00:09:21.09 | John Eberle | Eric Flint, Access point we're going to be moving that out. It's going to be clear glass. We took into account concerns about birds, maybe potentially impacting that glass and we're using special glasses, they can see it'll minimize those impacts. |
00:09:35.64 | John Eberle | Next slide. |
00:09:37.56 | John Eberle | Here's looking at the existing gangway. It's about six feet wide. The new gangway will be about 12 feet wide. |
00:09:44.04 | John Eberle | Next slide. |
00:09:46.55 | John Eberle | And then the ticket vending machines. There's currently ticket vending machines you can see on the left slide real close to where the access point is. We're going to remove one of those. So there'll just be one there and then we're going to move two more ticket vending machines away by the kiosk. Next slide. |
00:10:05.88 | John Eberle | So here you can see the existing kiosk in the plaza and the proposed location of where the new kiosk will be. |
00:10:13.96 | John Eberle | Next slide. |
00:10:16.25 | John Eberle | And then utilities, the landslide land side project that the city of Sausalito it's almost completed. Now we coordinated with that project to put utilities that were going through the parking lot in already. So the trenching has already been done and there's a box that's awaiting for the new utilities are going to be located and you can see on the right hand side. We have a transformer and some other utility equipment that will be located at that spot. |
00:10:42.97 | John Eberle | Next slide. |
00:10:44.64 | John Eberle | So with that, I wanna turn it over to Eli Davidian. He's with ESA and it's doing our permitting and he'll be going over the BCDC application itself. |
00:10:56.11 | Kevin McGowan | You know? |
00:10:59.56 | Eli Davidian | Good afternoon, everyone Eli Davidian with environmental science associates as john mentioned, we're a firm consultant supporting the district and we prepared the bcdc permit application i'll spend a few minutes just walking through. The background behind the application what's in it and and what we conclude so next slide please. |
00:11:20.80 | Eli Davidian | One more slide, please. |
00:11:23.52 | Eli Davidian | So first of all, why, why is the BCDC permit needed? Well, BCDC requires a permit for any development that involves work within its San Francisco Bay jurisdiction. So offshore or for any development within 100 feet of the shores. So the shoreline band, as you can see in this image here, we have both, we have, uh, the terminal, which is offshore and we have the ticket vending machines, which are within the hundred foot shoreline band. Next slide, please. |
00:11:55.53 | Eli Davidian | So in reviewing a permit application, BCDC needs to make findings of consistency with its, uh, guiding statute and policies. Some of which are shown here, we have the Mac tier Petrus act. |
00:12:07.21 | Eli Davidian | and the CERMISCA Bay Plan. So some of the key priorities, policy priorities that BCDC will be looking for our, looking to our project to confirm that they're for consistency, |
00:12:19.05 | Eli Davidian | are things like limiting Bay fill, |
00:12:21.94 | Eli Davidian | providing and promoting public access to the Bay. |
00:12:25.75 | Eli Davidian | preserving and enhancing views to and along the shoreline, and promoting efficient Bay Area transportation. So those are the standards against which it's going to evaluate the project to determine whether it can issue a permit. |
00:12:38.39 | Eli Davidian | Next slide, please. |
00:12:40.69 | Eli Davidian | This would not be the first time that the city has sought approval from BCDC for development at this site, as shown in the slide. In 1990, the city sought and was it was issued major permit 8924, which authorized replacement of the pier gate gangway, quarry rock along the shore and a number of other facilities, including ticket vending machines. |
00:13:07.76 | Eli Davidian | And then similarly, in 1995, BCDC issued to both the district and the city major permit 9470, and that covered replacing the floating dock and access pier. |
00:13:22.83 | Eli Davidian | And |
00:13:23.60 | Eli Davidian | So there's precedent for this and, uh, this application would not be a new permit. It would be an amendment to that major permit 94 70, and it would authorize the developments that John just walked through. |
00:13:37.86 | Eli Davidian | It just way back around the district did initiate this application process back in 2013 we've met with bcdc many times over the years, including more recently to review these plans, and so this is not going to be a new project for them next slide please. |
00:13:56.22 | Eli Davidian | So what's in the application package? BCDC has a standard form and requests certain types of standard information. |
00:14:02.90 | Eli Davidian | Much of which is shown here. |
00:14:04.84 | Eli Davidian | Uh, including property ownership. |
00:14:06.82 | Eli Davidian | Uh, project description information, site information, um, and then getting into some of the, those policy areas for consistency, you know, what kind of fill is proposed? What are the implications of the fill is their development within the shoreline band? Where is the implications of, of that develop. Um, and on the resources, uh, and then similarly with public access. So that application package includes the description of these features and an analysis of consistency with BCC policy priorities. |
00:14:37.16 | Eli Davidian | Next slide, please. |
00:14:39.49 | Eli Davidian | And so just in sum, based on the analysis that our firm, ESA, has done looking at the project's consistency with these guiding policies and principles, we've concluded that the project is consistent with the McAteer Petrus Act and the San Francisco Bay Plan. It avoids or minimizes impacts related to fill, impacts on the Bay resources and public access. And then lastly, it incorporates and references the CEQA mitigation and other anticipated permit requirements. |
00:15:10.22 | Eli Davidian | And with that, I will hand it back to John to conclude with construction information. Thank you. |
00:15:17.17 | John Eberle | Next slide, please. |
00:15:18.55 | John Eberle | Next slide. |
00:15:20.23 | John Eberle | Next slide. |
00:15:21.91 | John Eberle | construction activities the majority of the work is either going to be done off-site |
00:15:27.36 | John Eberle | The float will be constructed offsite and then float brought in on a barge. Or it will be done off of barges in the water itself. So there's going to be pile installations that we spoke about. There will be no pile driving, but the piles will be drilled and or vibrated into place. And we've worked with the city and also the regulatory agencies on work windows. |
00:15:51.46 | John Eberle | So with environmental work windows pile in water work is limited to June through November. The city requested that we not work during the months of July and August and September. So that's going to be restricted. So it'll just be June, October, November. In addition to the pile driving, |
00:16:11.22 | John Eberle | We also worked on deliveries and minimizing the impacts to the parking lot. So there will be deliveries coming in from the land side, but again, they'll be minimized based on certain items that can only be or can't be brought on barges. So, for instance, we're going to pour some concrete into piles. So concrete trucks won't be able to go on a barge. They'll be be coming on land there'll be a pump and the pump will then pump it into the concrete into the piles next slide. |
00:16:43.86 | John Eberle | Some other impacts in the parking lot, as I as I showed before, with the land side improvement project, a lot of utilities were put in, but they were stubbed into locations close proximity to where we're going to be working. So adjacent to the existing pier, there's some junction boxes that you can see out there. We'll have to do some trenching and some minor concrete work there. And also on the other side of the parking lot where the new PGE transformer is located, there'll be some minor trenching work there. |
00:17:14.33 | John Eberle | Next slide. |
00:17:17.03 | John Eberle | So project schedule, we're anticipating it'll take about two and a half years to construct the project. That's due to the work windows. There'll be a temporary facility that will be constructed first that will allow us to then remove the existing pier to build that pier in place. |
00:17:38.16 | John Eberle | allow the new pier to be constructed and the new float to be brought in, and then the temporary facility will be removed. So next slide. |
00:17:47.54 | John Eberle | So you can see here a schedule. This would be anticipating, let's say, advertising at the beginning of 2026, and the construction would last through about the middle of 2028. |
00:18:00.07 | Unknown Sobieski | just a comment that |
00:18:02.61 | Unknown Sobieski | if |
00:18:03.61 | Unknown Sobieski | Marin TV and |
00:18:04.96 | Unknown Sobieski | The public is like me, we're not seeing the slides, we're only seeing |
00:18:07.96 | Unknown Sobieski | Thank you. |
00:18:08.30 | Unknown Sobieski | The gentleman at the podium. |
00:18:11.39 | Mary Cox | And may I ask you, Mr. Eberle, we don't have this presentation attached to our agenda. Have you provided this to the city clerk? Yes, I have. |
00:18:19.98 | Mary Cox | City Clerk, can you attach this presentation to our agenda? |
00:18:26.10 | Mary Cox | Thank you. |
00:18:26.98 | John Eberle | And next slide. I apologize if you did not have that attached earlier. So that's the end of the presentation. And at this time, any questions you may have? |
00:18:38.24 | Mary Cox | Thank you for that. I was really curious to see the significant BCDC work because BCDC weighed in significantly on this project, while the city and Golden Gate Bridge District were debating the scope size and scope of this project, including imposing conditions of approval. |
00:18:56.49 | Mary Cox | back in 2017. So I'm very curious that you have all this additional work being done by your consultant. |
00:19:04.06 | Mary Cox | to seek BCDC approval. It was my understanding that |
00:19:07.36 | Mary Cox | uh, |
00:19:08.24 | Mary Cox | Thank you. |
00:19:08.36 | Mary Cox | the project as enunciated had already met the then existing commissions requirements. |
00:19:16.17 | John Eberle | The |
00:19:17.40 | John Eberle | The initial BCDC application was before we came to the final agreement with the city, at which time then we went to finalize the design. And so going through finalizing the design features, we had to redo the BCDC application. |
00:19:37.15 | John Eberle | And at the... |
00:19:37.97 | Mary Cox | I can't hear him when you are speaking. |
00:19:40.25 | Mary Cox | So, |
00:19:41.32 | Mary Cox | Sorry about that. That's a... |
00:19:42.70 | John Eberle | Thank you. |
00:19:42.83 | Mary Cox | Thank you. |
00:19:42.93 | John Eberle | Thank you. |
00:19:42.95 | Mary Cox | Mentioned. |
00:19:43.04 | John Eberle | of mine. |
00:19:44.20 | John Eberle | we had to redo the bcdc application and then we |
00:19:48.71 | John Eberle | Uh, |
00:19:49.53 | John Eberle | came into a |
00:19:51.14 | John Eberle | a resource and timing issue at the district itself, and we never submitted that application again to BCDC. So that's why we |
00:19:59.79 | John Eberle | I've reinitiated the project recently, and so now we have to resubmit that application. |
00:20:04.35 | Mary Cox | So has the design changed significantly since the memorandum of agreement was entered into between the city and Golden Gate Bridge District in 2017? |
00:20:13.71 | John Eberle | No, it has not. That the agreement... |
00:20:16.89 | John Eberle | matches the design matches what the agreement was. |
00:20:20.41 | Mary Cox | Okay. |
00:20:22.17 | Mary Cox | And then thank you for the information about the concrete trucks and the backhoes. We are right now getting ready to approve a resurfacing of Lot 1. What impact, if any, will the 40 trucks of cement have on a newly resurfaced parking lot? |
00:20:41.95 | John Eberle | It's. |
00:20:43.28 | John Eberle | depending upon what the section is that is being installed in the parking lot, it may or may not have an impact on it. |
00:20:50.82 | John Eberle | So any impacts that we do cause to the new surfacing, we would replace. |
00:20:56.69 | Mary Cox | All right. Thank you. Any other questions? Yes. |
00:20:58.82 | Mary Cox | Thank you. |
00:20:59.36 | Unknown | Yeah, thank you for the presentation and the time. I just would like to get a better understanding of the impact on ferry commuters and what that's going to look like and what that will mean for residents in terms of how we access the ferry, those kinds of things. |
00:21:12.42 | John Eberle | So I don't have a slide of that, but we are going to be |
00:21:17.16 | John Eberle | constructing a temporary facility. So the temporary facility will be just to the south of the existing facility. And the idea is to always allow some sort of ferry operations. We are going to be reusing the existing float. So there will be a period of time where we have to detach that existing float and move it over to the new location. So during that period of time, the service, ferry service will not be in operation, but we anticipate that to be a short, very short duration, after which |
00:21:51.07 | John Eberle | there'll be service at the new location. |
00:21:53.38 | Unknown | And we'll go and get transit increase bus service on those days to. We'll have a bus service. Thank you. |
00:21:56.52 | John Eberle | We'll have a bus for a chance. |
00:22:02.78 | Mary Cox | Councilmember Hoffman and then Vice Mayor Woodside. |
00:22:05.49 | Unknown | Thank you. This is a question for our Public Works Director Kevin McGowan. |
00:22:11.67 | Unknown | I had when I saw this on the thank you, Jim, for the presentation and I do reiterate and |
00:22:19.30 | Unknown | um, |
00:22:20.75 | Unknown | ask that the presentation be attached to the agenda. So that was very helpful. So thank you for that. With regard to our public works director, I had requested that our public works confirm that the... |
00:22:32.17 | Unknown | that the |
00:22:34.22 | Unknown | The design that was included in our consent calendar item 3. H, which is the, which is the result adopter resolution authorizing city manager to sign the BC DC. |
00:22:47.90 | Unknown | development district permit application that that permit application and the resolution actually call out the exact design parameters that we that were subject to the 2017 agreement between Sausalito and the bridge district and then I asked our public course director to confirm that they were in fact the same design that that you that's now before BCDC or that you're presenting to BCD was what we confirmed. So I asked our public works director to confirm that. And Kevin, have you had time to do that? |
00:23:23.90 | Kevin McGowan | I took a look at the original documentation from October 10th, 2017, which was brought to the council examining the plan, but I didn't examine the conditions in the MOU or the |
00:23:37.95 | Kevin McGowan | whatever document they used at that point in time. So I might need a little bit more time to look at the specifics. |
00:23:44.10 | Unknown | So thank you for that, Kevin. I appreciate that. So I think that's important that we understand that those two things match and that the resolution, as I see it, that's attached to item 3H on our agenda does not match the resolution that we approved in 2017. I believe that was October something. It was October 17th or something like that of 2017 when we approved the resolution. So those two resolutions should match, and the reference approval for the design should also match. And I'll note that the attachment in 3H of our consent calendar was, I think your permit application for BCDC was something like 79 pages. So it was a lengthy design. So I don't doubt that Kevin didn't have time to match it correctly. But just to make sure and confirm that it was the design that we approved. And I'm just confirming, right? So thank you. |
00:24:52.69 | John Eberle | We have confirmed that it is, but we will work with the public works director to make sure he's comfortable that everything matches. |
00:25:01.94 | Unknown | Thank you for that. I appreciate it. |
00:25:02.78 | Mary Cox | Thank you. |
00:25:04.89 | Mary Cox | All right. Thank you so much. Thank you for being here this evening. |
00:25:09.16 | Mary Cox | Oh, I'm sorry. |
00:25:11.10 | Mary Cox | Vice Mayor Woodside, go ahead. |
00:25:12.69 | Unknown | Yeah, very quickly. |
00:25:15.02 | Unknown | Councilmember Hoffman anticipated my first question and my second one is simply as I understood the agreement from back in 2017 and the design, not only does this strengthen and make more reliable |
00:25:29.02 | Unknown | The landing itself, but it also might permit a wider variety of vessels to utilize it going forward in future years and have loading ramps that can adjust in a more adroit manner to accommodate different deck tights, etc. Am I understanding that correctly or |
00:25:49.78 | Unknown | Or is it? |
00:25:50.02 | John Eberle | Or is it that's that's correct. The facility, the float facility has articulating gang gang planks, which could accommodate the different vessels that the district has. The district has seven different seven vessels and they're all a little bit different, but it also provides a landing spot for other ferry service if they so happen to use the facility that they could lay up and disembark and embark on a platform. |
00:26:18.37 | Unknown | Yeah. |
00:26:18.40 | John Eberle | and, |
00:26:18.47 | Unknown | And the last question is the the peer itself, is it wider than the existing peer? |
00:26:25.13 | John Eberle | The new pier will be wider than the existing pier. The existing pier, with that dog leg that was shown, sorry, I apologize that you don't have that attachment, but it is, the new pier is about 21 feet wide and the existing, I want to say, it varies from probably eight to 10 feet wide. |
00:26:44.42 | Unknown | So for example, as people line up, there'll be more room for people as well as bicycles on the pier itself. |
00:26:50.92 | John Eberle | That's correct. It'll allow to take the people off of the |
00:26:55.31 | John Eberle | Landside and bring them out onto the water so the queuing doesn't go into the parking lot itself. |
00:27:00.52 | John Eberle | Thank you. |
00:27:04.43 | Mary Cox | Councilmember Sobieski. |
00:27:05.90 | Unknown Sobieski | Thanks, Mayor. My narrow question, sir, is you have that image right there. That's the one I had a question about. The access pier is the gate on the left hand side of the access pier or the right hand side where it connects to the 90 by 12 foot gangway? |
00:27:18.29 | John Eberle | If you see where the arrow on the right side proposed, it says access pier and it's pointing to right there. So it's at that interface right there where the new gate will be located. |
00:27:26.53 | Unknown Sobieski | that. |
00:27:27.47 | Unknown Sobieski | interface. |
00:27:30.22 | John Eberle | So about halfway |
00:27:30.96 | Unknown Sobieski | and, you know, |
00:27:31.03 | John Eberle | down the dock. |
00:27:31.76 | John Eberle | It'll be all the way down at the end where just before it transitions to the gangway. Thank you, sir. |
00:27:39.72 | Mary Cox | All right. Again, thank you so much for being here. |
00:27:42.02 | John Eberle | Thank you for having us. Thank you. |
00:27:48.50 | Mary Cox | All right, we'll now move on to communications. |
00:27:54.84 | Mary Cox | This is the time for the City Council to hear from citizens regarding matters within the jurisdiction of the City Council that are not on the agenda, except in very limited situations. State law precludes the City Council from taking action on or engaging in discussions concerning items that are not on the agenda. |
00:28:11.26 | Mary Cox | The first speaker I have is John Flavin. |
00:28:16.96 | Mary Cox | Welcome. |
00:28:18.35 | Unknown | Thank you. |
00:28:23.24 | Unknown | I'll forget you all. |
00:28:25.08 | Unknown | Madam Mayor, fellow city council members, you need to order an independent audit investigation into the city's finances. |
00:28:36.34 | Unknown | One of you announced at the end of the July 1st session, |
00:28:40.76 | Unknown | that he had found such an audit to be inappropriate under the circumstances. |
00:28:45.48 | Unknown | He was wrong. |
00:28:46.78 | Unknown | because the circumstances clearly justify an investigation. |
00:28:51.10 | Unknown | As reported in the Marin IJ, the city's former finance director was abruptly terminated, and the city refused to say why. |
00:29:00.50 | Unknown | That event alone warrants an investigation, but there's more. |
00:29:06.07 | Unknown | There were significant irregularities in the 2025-2026 budget. |
00:29:12.77 | Unknown | Failure to include over 1.8 million of projected repairs and maintenance to city properties for 2025-2026, according to a third-party report commissioned by the city itself. |
00:29:26.98 | Unknown | concerns over the covering of budget shortfalls by transfers from the Martin Luther King and parking lot enterprise funds. |
00:29:37.29 | Unknown | There are some critical transparency issues. |
00:29:40.41 | Unknown | How much is the city paying for insurance |
00:29:44.22 | Unknown | And what is the structure? |
00:29:46.43 | Unknown | You know these numbers and structure will be punitive given the city's track record |
00:29:51.73 | Unknown | But there's no full disclosure, only a one line item budget number of one million three fifty, which was at the very low end of projected revenues back in twenty twenty four. |
00:30:04.44 | Unknown | projected expenses, excuse me. |
00:30:07.83 | Unknown | Why not order a forensic investigation cost? |
00:30:13.32 | Unknown | Well, stop funding unnecessary projects and forgiving payment obligations and restore the community's trust in your management of the city's finances. |
00:30:25.18 | Unknown | Transparency is the way to go. |
00:30:29.33 | Unknown | Thank you. Thank you. |
00:30:30.34 | Mary Cox | Thank you. Alice Merrill. |
00:30:38.68 | Alice Merrill | Hi, I want to 100,000 times reiterate what he just said. Please pretend that I'm a large part of the city, because if people were paying attention, they would be asking this. And a review of what's it called, a finance deep dive is a good idea. We have lots of people who are concerned. |
00:31:02.20 | Alice Merrill | Please do it. Second, |
00:31:04.60 | Alice Merrill | Um, |
00:31:05.51 | Alice Merrill | I'm... |
00:31:06.71 | Alice Merrill | I know that you guys are going to disagree with me, but I have the distinct impression |
00:31:12.28 | Alice Merrill | that when |
00:31:13.34 | Alice Merrill | I come up and talk. |
00:31:15.03 | Alice Merrill | that there's a lot of ho-hum, oh, it's just her usual. |
00:31:18.57 | Alice Merrill | And I am a resident here. |
00:31:22.30 | Alice Merrill | I love this town. |
00:31:25.22 | Alice Merrill | I think that the residents need to be addressed, listened to, |
00:31:30.37 | Alice Merrill | All these things that are on the agenda this time, |
00:31:33.81 | Alice Merrill | When did they... |
00:31:35.58 | Alice Merrill | You know, who knows? Why weren't they talked about two months ago so that people could discuss it? Understand what this stuff is. I really am discouraged that there's just so little transparency right now in this town. |
00:31:53.07 | Alice Merrill | with everything. And right now we're going to be talking about streets. I'll be up here again because |
00:31:59.11 | Alice Merrill | Nobody knows that this is coming up and it's going to be voted on tonight. Most likely nobody knows. |
00:32:05.27 | Alice Merrill | I walked my street today. I'm done. Thank you. |
00:32:10.24 | Mary Cox | Thank you, Alice. Sunshine. |
00:32:21.77 | Sunshine | Good evening, everybody. Well, once again, I'm here reminding people |
00:32:27.20 | Sunshine | that it was January 15th, |
00:32:29.60 | Sunshine | that I was asked to leave the HUD housing |
00:32:32.64 | Sunshine | due to a manager that was cruel, evil, |
00:32:36.45 | Sunshine | And |
00:32:38.24 | Sunshine | asked four handicapped women, three of us being 80-plus years old, |
00:32:44.38 | Sunshine | and one being 70. |
00:32:47.74 | Sunshine | I was told that somehow I would get some help. |
00:32:52.50 | Sunshine | There's nothing. |
00:32:54.71 | Sunshine | I've been to places and said, oh, yes, come. You can live here. |
00:32:58.56 | Sunshine | Where's your section eight? Please give that to me. I don't have a section eight. |
00:33:02.57 | Sunshine | I was in a federally funded |
00:33:04.72 | Sunshine | project. |
00:33:06.88 | Sunshine | So I'm asking for help one more time. |
00:33:11.57 | Sunshine | I'm not a resident in Sausalito at this point. |
00:33:16.07 | Sunshine | But I want to become one again. I don't know why, because... |
00:33:20.65 | Sunshine | It's been a terrible experience. |
00:33:24.09 | Sunshine | And I'm really happy that I've been healing |
00:33:27.52 | Sunshine | And you probably saw I came in with a walker at one time. |
00:33:32.51 | Sunshine | I'm walking in. |
00:33:33.89 | Sunshine | by myself. |
00:33:35.19 | Sunshine | I've healed myself, but I want the support of the people in Sausalito, City Council, whoever else, to be able to help me find a place, find that |
00:33:48.83 | Sunshine | loophole. |
00:33:50.80 | Sunshine | to get me a section eight because I could move into a place |
00:33:53.69 | Sunshine | Right away. |
00:33:54.67 | Sunshine | if I had my emergency section 8. I hear that HUD is giving out section 8s to the illegal immigrants. |
00:34:04.22 | Sunshine | Why not me? Do I have to be an illegal immigrant to get a Section 8? |
00:34:09.40 | Sunshine | So, |
00:34:10.06 | Sunshine | My parents were immigrants, but they came in and they did what the way they were supposed to, and I'm a first generation American. |
00:34:20.43 | Sunshine | But the way I'm being treated, |
00:34:21.82 | Mary Cox | Thank you. |
00:34:23.89 | Sunshine | Thank you. |
00:34:23.91 | Mary Cox | Thank you. For the future, I went ahead and allowed you to speak your two minutes, but for the future, I would like to point out that |
00:34:30.81 | Mary Cox | Section 8 vouchers are not within the jurisdiction. |
00:34:34.12 | Mary Cox | of the city. The city can do nothing about |
00:34:36.74 | Mary Cox | the issuance of Section 8 voucher. So in the future, |
00:34:39.40 | Mary Cox | When you communicate with us, I would appreciate it if you confine it to matters that are within the jurisdiction of the city of Sausalito. And I'll call next on Adrian Brinton. |
00:34:59.18 | Adrian Brinton | Thank you. |
00:35:00.34 | Adrian Brinton | Hi, thank you very much for taking my comment. |
00:35:03.60 | Adrian Brinton | I just wanted to say that I've noticed a real difference in the conversation in city council since the new city council was seated and we've spent, it seems a lot more time actually looking forward at what this city could be. |
00:35:16.00 | Adrian Brinton | And less time looking back and rehashing over |
00:35:18.96 | Adrian Brinton | the different things that have happened, and going back and asking for re-evaluations of past projects, re-evaluations of past budgets, of all these different things. All the information is out there. If people feel inclined to go back and look at things, you know, the information's there. The transparency is challenging because of the amount of information. And it can be confusing, but confusion does not equal equal lack of transparency so if you want to understand what's happening with the budgets or what's happening with the staff you know that information is there and it's possible to find out and the transparency I just don't find as lacking as perhaps some do in in this town so I just wanted to say thank you for looking forward this place is amazing we can make it you know we can take the things that will enhance our community and we can do them you know or we can stop and we can kind of spin our wheels and keep doing what we've done in the past pretty effectively i think after the election we've seen most people in town don't want to do that anymore. They want to look forward and they want to actually see cool, great things happen, see the artistic heart of this community revived again, you know, doing all the stuff that rehashes things just, you know, it just kills that stuff and let's not do that. Thank you. |
00:36:32.92 | Mary Cox | it's |
00:36:36.90 | Mary Cox | Thank you. City Clerk. |
00:36:40.04 | Unknown | We have Babette McDougall. |
00:36:42.98 | Mary Cox | Welcome, Babette. |
00:36:47.43 | Unknown | Thank you, Madam Mayor, and thank you for the... |
00:36:50.49 | Unknown | the vigorous questioning on the BCDC presentation. Really appreciated the clarity. |
00:36:55.70 | Unknown | that it brought forward. So just, you know, it seems like we're on a roll here, but you know, the funny thing is, I was actually planning to say this anyway. |
00:37:03.43 | Unknown | I think it's time for us to form an alternative to the positive people of Sausalito. And I'm thinking about how those of us that have been here long enough must have done something right. Otherwise, you wouldn't have fallen in love and wanted to move here in the first place, right? So I'm going to say, how do we keep Sausalito salty? And I'm sure we all have our idea. And I think we should call ourselves the salties. So we got the positives who tend to be kind of in your face and negative, I'm finding. And then we're going to have the salties who actually really do want to see the character of Sausalito preserved |
00:37:34.13 | Unknown | going forward. And with that in mind, I just wonder, since I don't see you offering public input on future agenda items lately, that's probably the late hour, |
00:37:43.26 | Unknown | What in the world about this list of future agenda items? Seems to me like it's like the hourglass. It's time to turn it upside down and invert it. Your most pressing priorities are at the end of the list. And there's nothing on that list that speaks to Stephanie Moulton-Peters and the presentation she made earlier this year outlining the imminent arrival of the Metropolitan Transportation Commission and the Tier 4 regional transit hub that's on its way. And is that part of the housing element or is that going to be on top of the housing element? Don't you think it's time we start daylighting this to the people of Sausalito? Nobody knows about this. |
00:38:20.04 | Unknown | Thank you so much. I yield back my time. |
00:38:23.54 | Unknown | City Clerk. |
00:38:24.77 | Unknown | Scott Thornburg. |
00:38:30.39 | Scott Thornburg | Good evening, Council. Thank you so much for your time tonight and thank you for your service to the city of Sausalito. These are a lot of really big, big topics tonight and I really appreciate the time that you spend with us to hear from your citizens and to evaluate the concerns and try to come up with a really hard decision each meeting. Tonight, I just want to flag to you that |
00:38:53.37 | Scott Thornburg | I am dialing in from my home and I have the, the, |
00:38:56.31 | Scott Thornburg | Great fortune of being able to be remote and |
00:38:58.86 | Scott Thornburg | work from home, but |
00:39:00.26 | Scott Thornburg | Many people that are working residents do not have that luxury. And right now it is commute hour for them. And I'm really concerned about this shift in time. I know it's hard. I know it's hard to meet all schedules, but I do fear that by moving the meeting up to the time when many of our citizens are commuting home that we may not hear from our working citizens or our young families that are home taking care of children and who you actually hear from tonight in person, |
00:39:29.50 | Scott Thornburg | during live during these meetings will frankly be the people that have available time on their hands to show up. And I'm really concerned that you're not gonna hear from the actual populace of Sausalito on issues that matter like housing, like what the downtown looks like. So just, I know I'm not recommending that you change the time back, but I just wanna encourage you to please do your best to hear from all residents. And I know you do. |
00:39:59.23 | Scott Thornburg | So I just would like to gently remind you to do that again and take into consideration that you may not be hearing from a full represented group here tonight. |
00:40:07.52 | Scott Thornburg | on every issue. So thank you for your time. |
00:40:11.33 | Unknown | Thank you. |
00:40:11.37 | Mary Cox | Thank you. |
00:40:11.67 | Unknown | Thank you. |
00:40:11.74 | Mary Cox | See? |
00:40:11.96 | Unknown | it is. |
00:40:12.03 | Mary Cox | Clark. |
00:40:12.51 | Unknown | No further public comment. |
00:40:13.90 | Unknown | Thank you. |
00:40:13.91 | Mary Cox | All right. |
00:40:13.97 | Unknown Sobieski | All right. |
00:40:14.89 | Unknown Sobieski | Since I was alluded to, I feel like I just do want to take the privilege of the allowance to respond briefly. |
00:40:21.44 | Mary Cox | So I'm sorry, we do not respond to the question |
00:40:28.68 | Mary Cox | Thank you. |
00:40:28.76 | Unknown Sobieski | Just as you did with sunshine. |
00:40:28.78 | Mary Cox | Just as you |
00:40:31.70 | Unknown Sobieski | Just very briefly, if I might just say the city manager gives it his time all the time. Anyone who has a question about our finances, he always accepts a sit down. He's gone through them. I'm sorry. We cannot address it. |
00:40:31.75 | Mary Cox | Yeah. |
00:40:43.57 | Mary Cox | I'm sorry, we cannot address communications because they're not on our agenda. |
00:40:50.28 | Mary Cox | um perhaps you can raise this during future agenda items as something to be discussed |
00:40:56.42 | Unknown Sobieski | Okay. It just says that something. |
00:40:57.03 | Mary Cox | It just says we're going to take a five minutes to we're going to take a five minute break and then we will resume with our consent calendar. Thank you. |
00:41:19.95 | Mary Cox | Brown Act requires... |
00:41:22.38 | Mary Cox | that we have at least a quorum of our city council members in a single location within the jurisdiction in order to proceed with our city council meeting. One of our council members has just had to leave ill, and so we no longer have a quorum of council members in a single location here in Sausalito. And so for that reason, we are going to have to adjourn this evening's meeting. We are going to adjourn it to a date certain, which is July 22nd. And so we will resume everything on our calendar this evening. We will adjourn to and resume on July 22, 2022 2025 at 5 p.m. That's not to say that we won't also add additional items, but for now, every item that was going to be considered this evening will instead be considered on July 22, 2029 at 5 p.m. Thank you for your understanding and apologies for this very unusual anomaly that does not allow us to proceed as planned this evening and with that I will adjourn this meeting |
00:42:36.70 | Mary Cox | At 5.50 p.m. |
